the main list, every agency is scored on public pages read on the measurement date, the organic figures are a dated DataForSEO pull, and the criterion where we come last is named as plainly as the one where we come first. Re-weight the columns and the order changes; the scores are shown so you can.
The Ukrainian shelf changed between our August and September measurements: Netpeak and SeoProfy, the two largest SEO agencies in the country, led it in August and were absent from both engines on 5 September, while SEOGeeks, with about thirty organic visits a month, was named by both. Perplexity read a one-person rating site first; ChatGPT read the agencies’ own pages. We scored the ones with a readable Ukrainian page on the criteria below, and we read “vertical depth” here as market depth: named Ukrainian work.
how this list was built
The candidates are the agencies ChatGPT and Perplexity actually named on 5 September 2026 when asked in Ukrainian for GEO agencies in Ukraine, plus the two largest Ukrainian SEO agencies, which led the shelf in August. That produced twenty-six names; ten made the cut because we could read a public page describing their AI-search service and confirm a Ukrainian base. Not scored: Aweb, which is in Warsaw; two agencies whose sites blocked our reader; and a dozen shops whose only readable presence was a rating entry.
The criteria and weights are the six from the main list: published evidence 30%, engine coverage 20%, disclosed cadence 15%, vertical depth 15%, pricing transparency 10%, own organic footprint 10%. Each is scored 0, 1 or 2 from public evidence only. Footprint thresholds: under 500 monthly organic visits scores 0, 500 to 10,000 scores 1, over 10,000 scores 2. Where we come last: footprint, at zero. Our Ukrainian organic footprint is zero and we score 1, not 2, on Ukrainian depth: part of our team is Ukrainian and several audited companies were measured in the Ukrainian market, but no home-market client is on retainer. Re-weight market depth to 30% and footprint to 20% and Netpeak leads, with Elit-Web and Web-Promo next.
How the measurements were taken. Organic figures are a DataForSEO bulk traffic estimate for the US, synonym expansion off, pulled on 5 September 2026. Shelf observations are a live prompt run on the same day on ChatGPT (gpt-5.5, web search on) and Perplexity (sonar-pro), logged verbatim. Everything else is read off the agencies’ public pages on that date. No agency was contacted, nobody paid to be here, and there are no affiliate links on this page.

what the list actually shows
Three patterns repeat, and they matter more than the order.
Size does not hold the shelf. Netpeak, with six hundred staff and a GEO service naming four engines, and SeoProfy, with two hundred specialists, led the Ukrainian AI shelf in August and were named by neither engine in September. SEOGeeks, with a GEO page, five engines named, monthly reports and published prices, was named by both. The list changes with its sources, which is why we measure as a series.
Ukraine publishes prices. SEOGeeks lists three tiers in hryvnia; Tolk fixes the first month after a free audit; Elit-Web sells SEO with payment on reaching the top. Three of ten, against one in the US.
The shelf-maker is one person. The rating Perplexity cited first is published by an individual marketer with a stated method and no paid positions. It has no measurable organic traffic. Like Poland’s ranking it is independent; unlike Poland’s it reads reviews rather than rankings.
how to use this if you are hiring
Ask any agency on this list, including us, for three things: the prompt panel they would measure you on, the engines they run it against, and the last delta they reported to a client in your vertical. An agency that sells AI visibility and cannot show a dated series has not measured it. how do I choose a GEO agency in Ukraine?
Ask for the prompt panel in both Ukrainian and English, because the engines behave differently in each: in one of our audits ChatGPT translated the Ukrainian prompt to English before searching and Perplexity searched in Ukrainian. Then ask for the engines, a dated series for a Ukrainian client, and a price — three of ten agencies on this list publish one.
why are Netpeak and SeoProfy not higher?
Because we score public disclosure and the shelf, not size. Netpeak names four engines and a GEO service but no method, interval or price on the pages we read, and neither engine named it in our September run; SeoProfy’s pages describe SEO tooling and no GEO offer. Both led the shelf in August. Change the weights and both move; the scores are shown for that reason.
how much does a GEO agency cost in Ukraine?
SEOGeeks publishes tiers from 35,000 to 100,000 hryvnia a month; Tolk fixes the first month after a free audit; Elit-Web offers payment on reaching the top for SEO. Our own: the manual audit is complimentary and the full-cycle retainer starts from $3,000 a month, with the final figure set after the audit.
can we trust a best-agencies list published by an agency that ranks itself first?
Not blindly, and that includes ours. Ukraine’s shelf is written by one person’s rating site, which is at least independent. What our list adds is the disclosure columns and a named weakness of our own: no Ukrainian footprint and no home-market client, both in the table.
is Aweb a Ukrainian agency?
No; it is in Warsaw, and Perplexity placed it on the Ukrainian list because its site speaks to Ukrainian-speaking clients. We left it out and say why. The engine reads the language of the page, not the registration, which is worth knowing if you are a Ukrainian brand selling abroad.
